It is mandatory to have vendor assessed in the specific category to get access to OEM Panel on the GeM Portal. In this post we will learn how we can apply for Vendor Assessment Exemption on GeM.

First, have a look on the eligible criteria to get the vendor assessment exemption.
- Sellers having annual turnover of Rs. 500 Crore or more, at least in one of the latest three years as captured during registration
- Central / StatePSUs
- All sellers who are validated through, PAN or, GSTN or MCA-21 and offering products only for direct selling (Products up to the value of Rs.25,000 per unit and whose yearly turnover is not more than Rs.5,00,000. Sellers who are offering products as OEM shall not be covered under this exemption
- Sellers offering products like Artwork, handicrafts, and other such items where, there is no standard manufacturing process exists. The exempted categories shall be specified by the category owner
- Sellers who are Registered Societies/ Trusts or any other bodies with Government Representation
- KVIC, WDO, Coir Board, TRIFED
- OEMs who are registered with NSIC(for the category for which registration was obtained) This exemption will be coterminous with NSIC certificate validity
- OEMs holding BIS License for the particular product category which are validated through BIS database. Normal validity for this exemption will be three years. Seller is mandated to notify GeM in case cancellation of BIS license and exemption will be withdrawn
- OEMs having Unique Certification Code (UCC) issued by DRDO/ OFB/ SITRA. This exemption will be coterminous with UCC certificate validity
- Sellers recommended for exemption for specific categories and specified validity period by any CPSE, Central and State Government Departments/ Authorities
- Any other category of sellers as notified with the approval of CEO-GeM

Upload Documents
It is necessary to upload the required documents before creating a request for vendor assessment exemption.
To upload the certain documents, login your seller account and go to "My Profile" > "My Action">"Vendor Assessments".
Click on the third tab (Assessment Exemption Documents).
Select the documents type and upload the same.
Note: The documents depend on the type of your constitution. You can find the list of all required documents for vendor assessment according to your constitution here.
- Constitution type: LLP-Documents to be certified by the partners:
- Form-16-Certificate of Incorporation
- LLP Agreement
- LLP Agreement in Form-3, in case of any change in the Agreement
- List of Partners (Names of all Partners in company and their Nationality with AADHAAR / Passport copy)
- Master Data of the LLP on the MCA web portal
- Master Data of the Designated Partner Details on the MCA web portal
- Beneficial Ownership Declaration (Annexure I)
- Constitution type: Proprietorship Firm - Certified by the proprietor:
- Name of the owner and nationality (Copy of AADHAAR)
- Beneficial Ownership Declaration (Annexure I)
- Constitution type is Partnership Firm-Certified by the Partners:
- List of all Partners along with their PAN (Names of all Partners in company and their Nationality with AADHAAR / Passport copy)
- Partnership Deed
- Beneficial Ownership Declaration (Annexure I)
- Constitution type is Company- To submit documents certified by any two Directors/ Authorized Signatory/Company Secretary:
- Master Data of the Company on the MCA web portal
- List of Directors (Name of all Directors, their DIN number, Nationality, Aadhar / Passport Copy)
- List of shareholders with details of Percentage of shares held in the company. (Names of all Shareholders holding more than 1% share in company and their Nationality, If any other Company is shareholder then CIN No of that company and its place of registration and address.)
- RBI approval to establish a place of business in India under Foreign Exchange Management Act or, in case of foreign company's India Office
- Form MGT-7-Annual Return of the Company filed with MCA for last financial year
- Form AOC-4-Financial Statements of the Company filed with MCA for last financial year
- In case of Joint venture company, all above details of all JV members to be submitted along with Joint Venture Agreement (JVA)/Shareholders Agreement (SHA)
- Copy of BEN 2 filed on the MCA web portal
- Authorization letter in favor of the signing official for certification of the above documents
- Import Export Code Certificate, if any
- Beneficial Ownership Declaration (Annexure I)

I hereby declare that I have read and understood clause 26 of GeM GTC regarding Compliance of Restrictions under Rule 144 (xi) of GFR 2017 which places restrictions on procurement from a bidder of a country which shares a land border with India. I hereby declare that the above-named Entity / Seller / Service Provider is not required to have any registration with the competent authority as per provisions of clause 26 of GeM GTC.
